Could it be a lower dash bracket to support the lower edge of the dash?
Looks like it's been made by the mini sheet metal bender that I bought 10 months ago from Axminster.
To be honest, I was surprised by how good the bend was made. Even using it to make a single bend, it surpassed my expectations completely!
